It really says

必殺！白目剥いても地獄突き

Hissatsu! Shirome muite mo jigoku tsuki

So.

必殺 (pronounced hissatsu actually only means “certain kill” or “bringing certain death,” meaning a technique meant to finish off an opponent in one go.

The Kanji

必 (hitsu / bì): Invariably, certain, or inevitable.

殺 (satsu / shā): To kill or murder.

And 地獄突き jigoku tsuki – That means a thrust to the throat.

Maybe literally it’s

地獄 (jigoku): Hell.

突き (zuki / tsuki): A thrust or punch

But again, it’s just martial arts term for a thrust to the throat used metaphorically here.
